A turn signal that flashes twice as fast as normal (hyper-flash) is almost always a burned-out bulb on that circuit. Bulbs are cheap — under $10 for most vehicles. The labor variation comes entirely from access; some lenses remove from inside the trunk, others require removing exterior trim. If replacing with LEDs, you may need to add a resistor to prevent hyper-flash.
